Mission & Purpose
The Water Quality and Quantity Committee (QQ) comprises towns, counties and water and sanitation districts in the Headwaters Region of Colorado. QQ's purpose is to enable its members to protect and enhance the quality of our region's waters while facilitating the responsible use of those resources for the good of all Colorado citizens and its environment. QQ is a voluntary organization of like-minded headwater local governments, using, defending, and developing land use tools to address water quality and quantity issues in the Headwaters.
QQ monitors water development activities and legislative initiatives that affect water quality or quantity in the basin of origin. Regularly scheduled meetings of the QQ Committee operate as a forum for policy formulation and strategy decision-making by QQ Committee members. The QQ Committee staff provides members with monitoring of legislative activities, water quality information, litigation and advocacy support, activity coordination, cooperative problem-solving assistance, transmountain diversion oversight, and technical assistance to further intergovernmental cooperation and increase political clout with state and federal agencies.

QQ History
QQ began as an organization of local governments utilizing land use authority to protect the headwaters region of the Colorado River. Original QQ members realized they could be more effective working together rather than as individual counties. Original members fought water projects such as Homestake in Eagle County and Two Forks that would have affected Grand and Summit Counties.
Through the years QQ has continued to stay in involved in precedent setting issues, such as the creation and protection of recreational water rights and the development of statewide temperature standards in our streams and rivers. QQ also continues ongoing efforts to protect local governments' ability to adopt land use regulations. In addition, QQ assists its members with National Environmental Protection Act (NEPA) process.
